It's probably "done", but I'd pull the spark plugs out and see if all of the pistons move in your 30* of travel. Use a long straw, stick, etc pushing on the piston head while you turn the crank.....

Engine # should be stamped just under the oil breather.

If you can here it "breath" thru one of the exhaust ports,with the rockers off,that means that that valve is open,(or burned

) and should not be. You may be in for a tear down. You may have discovered why this bus was sitting and not on the road. Take the push rods out and then the push rod tubes,they slide out thru the head on T4 engines. Then you can pull the lifters out,they also slide out thru the lifter bores on the T4 engine. You may get lucky and have a stuck lifter. You will have to do this first to tear down anyway. there is a squigley wire that runs across the rocker side of the headthat should have come out when you removed the rockers, that helps hold the push rod tubes in,don't loose it.

Well the heads are off and look great!
And we know there is still a problem because we only have about 30 degrees of rotation.
Well the old Frau is pretty krank (sick)
She has a broken lung.
The piston appears to pivot slightly, yet free on the wrist pin.
The other three pistons move.
I think the old gal has reaaly stuffed the connecting rod.
But why???

In your second picture of the heads,the cylinder on the right looks to have had some fairly serious 'blow by", that is leakage between the head and the cylinder mating surface. also,that exhaust valve looks to be beat into the head. this was not uncommon on the 2L engines which ran low octane fuel.
The valve seat would beat into the alum head and eventually come loose. If you plan on using these heads,I would take them to RIS and have them worked on.

I figured a valve job would be an a normal thing to do since I had the heads off.
Any idea on the internal problem?
